In AWS s3 web console, suddenly I cannot see any public bucket.

It is not possible to list "global public buckets" in the S3 management console.
However, if you know the name of a bucket, you can cheat a little bit to access the bucket in the console:
In this example, the bucket name was changed to nyc-tlc, which is from New York City Taxi and Limousine Commission (TLC) Trip Record Data – Registry of Open Data on AWS:
nyc-tlc
https://console.aws.amazon.com/s3/buckets/nyc-tlc?region=us-east-1&bucketType=general&tab=objects
You can then use the S3 management console to navigate the bucket and download objects if the owner of the bucket has made the objects public.
Kindly remove we from the search box. You would be able to see all
