Hi,i want to run Php project but localhost can not be reached by my chrome. what should i do?

I tried different systems but nothing changed.
i actually checked firewall and allow chrome to access the network.
i want to run my Php project,please help me to solve the problem.
and i used vpn and localhost did not reached again.
i tried ios + windows.

    i tried http://127.0.0.1 and it can not be reached again. i also checked the proxy setting. and about running?forget it bcs i can not even go to localhost site.

    What server are you using? Are you sure it is running?

    You may also try connecting to http://127.0.0.1 which should be the same as localhost.
