I install new symfony project by using this command
composer create-project symfony/website-skeleton sym-toturial
Now when I run this command to start the server and run the project it is not working
symfony server:start

You did install a Symfony project. It only contains php, yaml, txt files, no executables.
The command symfony is a standalone program.
You can download it here
Now installer support is deprecated. You have to install via scoop
Install Scoop:
> Set-ExecutionPolicy RemoteSigned -Scope CurrentUser # Optional: Needed to run a remote script the first time > irm get.scoop.sh | iex
Install Symfony CLI
scoop install symfony-cli
Then create new project using symfony command
symfony new --webapp my_project
