I have created a spring boot application that can connect to the postgresql14 instance (running in my GCP project) when I run the application on my local machine. Setup I used to make it work:
- Created a postgresql14 instance with a public IP address enabled.
- Configured the postgresql14 instance and added the IP address of my local machine to the instance’s network to enable a connection between my local machine and the SQL instance.
Using the below dependencies in pom.xml:

Issue has been resolved with below addition:
Added 2 more dependencies in my pom.xml as shown below
Added two more properties in my application.property file
And it started working from CloudRun instance.
Clicking "Public IP" just assigns a public IP to the DB. It does not make networking resources needed to address the DB directly from public internet.
"Public IP" allows you to use Cloud SQL Proxy to connect to the DB. This is what you should use.
If you go to GCP UI. Click Connections -> Security, you will see this:
