Ubuntu – Could not find com.android.tools.build:aapt2:8.3.1-10880808

after upgrading to the latest version of android studio (2024.2.1) and upgrading gradle and AGP I am facing these error messages when try to run on device but gradle sync success:

this is a sample project for android studio.
android studio 2024.2.1 running on a ubuntu 20.04

what I’ve done so far?

• removing android studio and all SDKs and gradle files, and installing from zero
• changing gradle JDK version to 11, 17, 21
• testing all compile sdk versions with AGP and gradle version from this source (developer.android.com)
• removing caches and files and redownloading all
• rebooting system multiple times
• invalidating cache and restarting android studio multiple times
• setting multiple new proxies (tested proxies)
• even downloaded the given URL in error message manually that existed
• creating new projects from android studio wizard multiple times
• downloading all files in SDK manager (~20GB)
• exploring the stackoverflow and doing all accepted answers (although they are for previous versions)

but the error is not GONE yet and problem persists.

I believe knowing gradle issues is a long journey that I’ve failed in it.

(the config and error messages don’t match because I tested all variations and copy wrong configs)

update:

after adding below lines to build.gradle(project) top level:

again I can download the link in the above error manually, it’s a multi megabytes .jar file

but I don’t know why android studio is not able to download it
