    In my case, what gave me that error today was the plugin "wp-forecast", it deleted or renamed the folder via FTP and it was solved.

    In fact it was the "wp-forecast" plugin wich messed up the WP installation.
    Remove or move outside the "wp-forecast" folder from the wp-content/plugins, and that should solve the issue.
    If you are using a cache plugin, you should also remove the content of the wp-content/cache (not the folder, only the files and folders under it).
    You should access the folders via FTP, cpanel or other method (ssh maybe) in order to remove/move the files/folders.
